Despite many advances, security and privacy often remain too complex for individuals or enterprises to manage effectively or to use conveniently. Security is hard for users, administrators, and developers to understand, making it all too easy to use, configure, or operate systems... in ways that are inadvertently insecure. Moreover, security and privacy technologies originally were developed in a context in which system administrators had primary responsibility for security and privacy protections and in which the users tended to be sophisticated. Today, the user base is much wider--including the vast majority of employees in many organizations and a large fraction of households--but the basic models for security and privacy are essentially unchanged. Security features can be clumsy and awkward to use and can present significant obstacles to getting work done. As a result, cybersecurity measures are all too often disabled or bypassed by the users they are intended to protect. Similarly, when security gets in the way of functionality, designers and administrators deemphasize it. The result is that end users often engage in actions, knowingly or unknowingly, that compromise the security of computer systems or contribute to the unwanted release of personal or other confidential information. Toward Better Usability, Security, and Privacy of Information Technology discusses computer system security and privacy, their relationship to usability, and research at their intersection. --Publisher's description.

The new field of toxicogenomics presents a potentially powerful set of tools to better understand the health effects of exposures to toxicants in the environment. At the request of the National Institute of Environmental Health Sciences, the National Research Council assembled a ...committee to identify the benefits of toxicogenomics, the challenges to achieving them, and potential approaches to overcoming such challenges. The report concludes that realizing the potential of toxicogenomics to improve public health decisions will require a concerted effort to generate data, make use of existing data, and study data in new ways--an effort requiring funding, interagency coordination, and data management strategies.

Helium has long been the subject of public policy deliberation and management, largely because of its many strategic uses and its unusual source-it is a derived product of natural gas and its market has several anomalous characteristics. Shortly after sources of helium were disco...vered at the beginning of the last century, the U.S. government recognized helium's potential importance to the nation's interests and placed its production and availability under strict governmental control. In the 1960s, helium's strategic value in cold war efforts was reflected in policies that resulted in the accumulation of a large reserve of helium owned by the federal government. The latest manifestation of public policy is expressed in the Helium Privatization Act of 1996 (1996 12 Act), which directs that substantially all of the helium accumulated as a result of those earlier policies be sold off by 2015 at prices sufficient to repay the federal government for its outlays associated with the helium program. The present volume assesses whether the interests of the United States have been well served by the 1996 Act and, in particular, whether selling off the helium reserve has had any adverse effect on U.S. scientific, technical, biomedical, and national security users of helium.

Under the direction of the U.S. Army's Chemical Materials Agency (CMA) and mandated by Congress, the nation is destroying its chemical weapons stockpile. Large quantities of secondary waste are being generated in the process, and managing these wastes safely and effectively is a ...critical part of CMA's weapons disposal program. To assist, the CMA asked the NRC to examine the environmental and regulatory requirements that secondary waste treatment is subject to, and to assess best practices by industry in meeting such requirements for similar facilities. This book presents an overview of secondary wastes from chemical agent disposal facilities (CDF), a comparison of CDF and industry experience, site-specific analysis of major secondary waste issues, an examination of closure wastes, and findings and recommendations.
