              Helium has long been the subject of public policy deliberation and management, largely because of its many strategic uses and its unusual source-it is a derived product of natural gas and its market has several anomalous characteristics. Shortly after sources of helium were disco...vered at the beginning of the last century, the U.S. government recognized helium's potential importance to the nation's interests and placed its production and availability under strict governmental control. In the 1960s, helium's strategic value in cold war efforts was reflected in policies that resulted in the accumulation of a large reserve of helium owned by the federal government. The latest manifestation of public policy is expressed in the Helium Privatization Act of 1996 (1996 12 Act), which directs that substantially all of the helium accumulated as a result of those earlier policies be sold off by 2015 at prices sufficient to repay the federal government for its outlays associated with the helium program. The present volume assesses whether the interests of the United States have been well served by the 1996 Act and, in particular, whether selling off the helium reserve has had any adverse effect on U.S. scientific, technical, biomedical, and national security users of helium.

              According to the big bang theory, our Universe began in a state of unimaginably high energy and density, contained in a space of subatomic dimensions. At that time, unlike today, the fundamental forces of nature were presumably unified and the particles present were interacting a...t energies not attainable by present-day accelerators. Underground laboratories provide the conditions to investigate processes involving rare phenomena in matter and to detect the weak effects of highly elusive particles by replicating similar environments to those once harnessed during the earliest states of the Earth. These laboratories now appear to be the gateway to understanding the physics of the grand unification of the forces of nature. Built to shield extremely sensitive detectors from the noise of their surroundings and the signals associated with cosmic rays, underground facilities have been established during the last 30 years at a number of sites worldwide. To date, the United States' efforts to develop such facilities have been modest and consist primarily of small underground laboratories. However, the U.S. underground community has pushed for larger underground facilities on the scale of major laboratories in other countries. An Assessment of the Deep Underground Science and Engineering Laboratory (DUSEL) addresses this matter by evaluating the major physics questions and experiments that could be explored with the proposed DUSEL. Measuring the potential impact, this assessment also examines the broader effects of the DUSEL in regards to education and public outreach, and evaluates the need associated with developing U.S. programs similar to science programs in other regions of the world.

              The passive, receive-only Radio Astronomy Service (RAS) and the Earth Exploration-Satellite Service (EESS) provide otherwise impossible scientific observations of the Universe and Earth through the use of advanced receiver technology with extreme sensitivity and the employment of... complex noise reduction algorithms. Even with such technology, RAS and EESS are quite adversely affected by what most active services would consider low noise levels. To ensure their ability to use the radio spectrum for scientific purposes, scientists must be party to the discussion in the lead-up to the World Radiocommunication Conference (WRC), which will next be held in January and February 2012 in Geneva, Switzerland. By request of the National Science Foundation and the National Aeronautics and Space Administration, the National Research Council was convened to provide guidance to the U.S. spectrum managers and policymakers as they prepare for the WRC in order to protect the scientific exploration of the Earth and Universe using the radio spectrum.               Radio observations of the cosmos are gathered by geoscientists using complex earth-orbiting satellites and ground-based equipment, and by radio astronomers using large ground-based radio telescopes. Signals from natural radio emissions are extremely weak, and the equipment used t...o measure them is becoming ever-more sophisticated and sensitive. The radio spectrum is also being used by radiating, or 'active,' services, ranging from aircraft radars to rapidly expanding consumer services such as cellular telephones and wireless internet. These valuable active services transmit radio waves and thereby potentially interfere with the receive-only, or 'passive,' scientific services. Transmitters for the active services create an artificial 'electronic fog' which can cause confusion, and, in severe cases, totally blinds the passive receivers. Both the active and the passive services are increasing their use of the spectrum, and so the potential for interference, already strong, is also increasing. This book addresses the tension between the active services' demand for greater spectrum use and the passive users' need for quiet spectrum.
