This volume brings together expert case studies on a range of experiences of third-party interventions in civil wars, including the United Nations, NATO, the European Union, the Shanghai Cooperation Organisation, the Organisation of the Islamic Conference, the African Union, and ...the Organisation of American States. Each case study features a presentation and analysis of empirical data in two dimensions: the organization's general capabilities to carry out intervention in civil wars and, specific to one particular intervention, the conflict context in which it happened. This serves two purposes. First, to offer insights into the dynamics of each individual case and helping us understand the specific outcome of an intervention effort, i.e., why did a mission (partially) succeed or fail. Second, it enables us to make real comparisons between the cases and draw policy-relevant conclusions about the conditions under which military, civilian and hybrid intervention missions are likely to succeed. This bookw as published as a special issue of Civil Wars.

Civil-Military Relations in Post-Conflict Societies: Transforming the Role of the Military in Central America

Civil-Military Relations in Post-Conflict Societies: Transforming the Role of the Military in Central America (Hardback)

Guatemala, El Salvador, Nicaragua, and Honduras are four Spanish speaking countries in Central America that possess uniformed military institutions. These four countries represent different approaches to reforms of civil-military relations, and embody varying degrees of success i...n both institutional democratization and the managing of security forces. In this book, Orlando J. Perez expertly examines the competing theories of civil-military relations in Central America to advance our understanding of the origins, consequences and persistence of militarism in Latin America. Divided into four parts, Perez begins by proposing a theoretical framework for analyzing civil-military relations, including an analysis of how U.S. foreign and military policy affects the establishment of stable civilian supremacy over the armed forces. Part Two examines the institutional and legal structures under which civil-military relations are carried out revealing in Part 3 the reorientation of the missions and roles performed by the armed forces in each country. The concluding section analyzes the role beliefs of members of the military and public opinion about the armed forces in relation to other institutions. Combining both qualitative and quantitative data, Perez bridges the gap between structural and cultural analyses for a more comprehensive understanding of the links between micro and macro level factors that influence civil-military relations and democratic governance.

The South China Sea has long been regarded as a major source of tension and instability in East Asia. Managing the risk of possible conflict over disputed claims in the South China Sea has been a significant challenge for regional relations. This book explores international polit...ics and security in the South China Sea. It outlines the history of the South China Sea disputes, and the efforts that have been made to resolve these, assessing the broader strategic significance of the region for major geopolitical powers. In addition, new challenges have emerged of resource management, environmental protection, and most recently, of the security and safety of shipping against the threats of piracy and maritime terrorism. The book discusses the convergence of traditional and non-traditional security issues now appearing to provide a basis for co-operation in the South China Sea. It shows how the challenge of establishing co-operative relations is now being met, largely through agreement between the Association of Southeast Asian Nations (ASEAN) and China in 2002 on the Declaration on the Conduct of Parties in the South China Sea, and a range of recent measures for functional co-operation.
