              This study explores Chinese language policy and language use in Inner Asia, as well as the relation of language policy to the politics of Uyghur identity. Language is central to ethnic identity, and official language policies are often overlooked as critical factors in conflict o...ver ethnic nationalism. In Chinese Inner Asia, any solution to ethnic conflict will include real linguistic and cultural autonomy for major ethnic groups. Language policy has been at the heart of Chinese nation building. Shortly after the inception of the People's Republic of China (PRC), language policy in China's border regions was responsive to local conditions and arguably one of the more flexible in the world. In the last 15 years, however, although China's official language policy has remained constant, its covert language policy has become increasingly assimilative, and tied to geopolitical considerations. This trend has been particularly salient in the Xinjiang Uyghur Autonomous Region (XUAR), where multilingualism and cultural pluralism have been progressively curtailed. This has served to reinforce both Uyghur nationalism and small separatist movements, with potential to undermine the territorial integrity of the PRC and the Chinese effort to build a modern Chinese nation. This study argues that both Beijing and Washington are about to lose crucial political opportunities in this far-flung territory. The PRC should realize that supporting the maintenance of Uyghur language and identity is not antithetical to the Chinese goal of nation building. In fact, it would ultimately support that goal: The United States, for its part, should make clear to Beijing that current U.S. political imperatives will not distract U.S. policy from supporting human rights, including cultural rights, and seek to cultivate a cooperative partnership with China, including the Uyghurs.

              Beijing has faced the challenge of granting autonomy to ethnic minorities but maintaining their loyalty to the Chinese state. This paper tackles complex issues of ethnic identity and nationalism among the most politically sensitive groups in China: the Uyghurs, Tibetans, Mongols,... Huis, and Kazaks. Specifically, it draws on original research conducted by the authors, the 2006-2007 Chinese Ethnicity Surveys, to explore the extent to which ethnic minorities are sinicized and the meaning of being Chinese. With an analysis of current arguments about whether national identity in contemporary China is based on a Han-dominant Confucian tradition or a multiethnic society that originated during the Qing empire, Separate but Loyal examines ethnic identity through the lens of ethnic-language learning, religious practices, and interethnic marriage. It also provides an illuminating comparison of perceptions of group identity and national identity in China with those in the United States and Russia. The survey points to some surprising findings, including the fact that ethnic minorities in China showed higher levels of both ethnic identity and national identity than U.S. and Russian respondents. These findings seem to support the argument that national identity is based on the multiethnic Chinese state, and they offer a rare empirical perspective on how the government can maintain the balance needed to preserve its legitimacy.

              This paper reexamines the concept of the footloose industry from the perspective of global production networks (GPNs). Among the players in these GPNs, contract manufacturers are believed to be the most footloose, as they are the most sensitive to labor costs. They constantly mov...e around the world, chasing after low wages, often driven by pressure exerted by dominant firms instead of acting on their own volition. Both the willingness and the ability of contract manufacturers to relocate are shown to depend on the structures of the GPNs, which are deeply embedded in local institutions, especially labor institutions. China's notebook personal computer industry is used to illustrate the fact that unique labor institutions in the coastal areas of China have permanently changed the structures of GPNs in that industry, including power relations and production organizations. These changes have made the relocation of manufacturing activities more difficult, and have also given contract manufacturing more power regarding relocation decisions.

              Despite their overall economic growth over the last few decades, countries across Asia still face the complex task of structural transformation. Low-income economies must build formal industrial and service sectors from agricultural and informal bases; middle-income economies mus...t move up the value chain; and high-income economies must continually generate new capabilities at the frontier of innovation. Meeting this challenge requires implementing and adjusting solutions addressing a range of problems--problems whose complexities imply often it cannot be known ex ante whether proposed solutions will succeed or fail. Agencies tasked with delivering rapid growth must be able to act both effectively and nimbly: trying potential solutions, discarding sub-optimal ones, and reallocating resources quickly. The prerequisite for such learning by doing is flexibility, an institutional capacity with relevance to tasks beyond economic growth. It is a capacity easy to advocate but hard to build, facing difficult problems of exit costs (especially political), decision-making under uncertainty, and the governance and use of discretion within a bureaucracy. This study focuses on how real-world policymakers might operationalize the capability to be flexible in the agencies they lead or create. It does so through detailed examinations of three types of organizations--venture capital, defense research, and industrial policy--chosen for their ability to flexibly deliver on a portfolio of investments or programs. It concludes by offering a tentative set of techniques and strategies to enable flexible implementation.

              Japan is a vibrant democracy, but its citizens have neither been given-nor have they taken-responsibility for authoring their own constitution. In 1889 the Emperor Meiji, supported by a group of oligarchs, bestowed an autocratic constitution upon his subjects. Then, in 1947, the ...U.S. occupation forces imposed a democratic constitution on the defeated citizens of postwar Japan. While this document has been the persistent object of intense debate, it has never been amended. But public opinion has shifted in favor of revision. Both the ruling Liberal Democratic Party (LDP) and the main opposition party, the Democratic Party of Japan (DPJ), are preparing constitutional drafts, and Japan is in the midst of one of the most consequential tests of its democratic institutions. Although the contemporary revision debate encompasses a number of weighty issues, including the role of the emperor and basic rights of citizens, one passage in particular continues to cast a shadow over the entire enterprise: Article Nine, the famous peace clause renouncing the possession and use of force for settling international disputes. Long the primary target of revisionist fervor, Article Nine was at the center of the first serious revision debate in the 1950s and controversies arising from its application again helped to ignite the contemporary revision movement after the Gulf War in 1991.Seen variously as an impediment to national autonomy, national muscularity, and national honesty, Article Nine has been continuously reinterpreted as the domestic and international political landscapes have shifted. This study examines why Article Nine has survived without amendment for so long, why it has returned to the political agenda with such force in recent years, and how debate over its revision will affect Japanese domestic politics and foreign policy.

              It is impossible to know definitively the scale or scope of human trafficking. This unsettling uncertainty arises, in part, from the lack of robust, accurate, and standardized data related to human trafficking -- information that is critical to devising and implementing better po...licies to combat it. Policies and programs based on poor data will be equally poor in their effectiveness. The corrective impulse should focus not only on collecting more data, but better data. This data scarcity arises, in part, from the fact that those involved in human trafficking are inherently a hidden population. It is further challenged by insufficient institutionalization of the definition of human trafficking, corrupt practices linked to trafficking, and -- whether owing to a lack of resources or an unawareness of proper research methodologies -- the inability to properly gather and analyze such information. Though progress has been made, these challenges continue to confront ASEAN member states as they move later this year toward further economic consolidation and the adoption of the ASEAN Convention on Trafficking in Persons -- events that make regional collaboration and standardization on the issue of human trafficking all the more critical. In support of this process, this report is intended as a resource for both ASEAN and the international anti-trafficking community in aiming to (1) establish a foundation of approaches to estimating hidden populations, (2) survey the field of current global and local prevalence measure methods, (3) outline normative and technical achievements and challenges that may guide future data collection and analysis in Southeast Asia, and (4) offer policy recommendations to advance understanding of the scale and scope of human trafficking.
